Syrian FM says truce is crucial for unifying state institutions

The arrangements are intended to enhance security and stability, prevent gaps in authority, and reaffirm that the state alone holds the legitimate right to use force within a legal framework, as stated in reports.
As part of this broader approach, reference was made to a decree issued on Friday that acknowledges the cultural and linguistic rights of Syrian Kurds and seeks to resolve long-standing civil and legal matters. These include issues related to stateless residents and unresolved property claims. The move was described as reflecting a clear political and legal commitment to building an inclusive state that guarantees rights without discrimination.
According to the statement, the understandings finalized on Sunday provide for an immediate and comprehensive ceasefire across all fronts and contact lines. They also stipulate the transfer of eastern Deir ez-Zor and northeastern Raqqa provinces to full administrative and military control of the Syrian state.
This process further involves the state assuming control over civilian institutions and facilities, maintaining current employees within the appropriate ministries, and incorporating civilian institutions in Hasakah province into the national administrative system, according to reports.
